This is because karting is generally the cheapest way to go racing and is easily accessible to all. Therefore, more racers, more competition, less chance to show you’re the creme.
Karting gives the cheapest and easiest opportunity to learn racecraft and become able to set up your kart. You have to take and keep notes, set up kart for quali and race trim, become aware of weather, track and the multitude of other things that formulate and mould you into a complete and competitive driver able to cope with anything.

go carting is just the first step
reaching f1 need to be passed through races like A1 gp ETC.ETC.
